About Jubile Care

A jubilee is a celebration of freedom.

That's what we want for every person we support: the freedom to choose, to belong and to grow. Jubile Care exists to make everyday lives possible, at home and in community.

Our mission

Supporting the everyday lives people choose.

Jubile Care LLC supports people with intellectual disabilities and autism to live the everyday lives they choose: at home, in their community, and among people who know and value them.

Our vision A community where every person we support has real choices, meaningful relationships, a purpose, and the respect that every citizen deserves.

Leadership

Founded by a nurse who believes in people.

Jubile Care is led by its founder, who brings a nurse's eye for health and safety to everything the agency does.

Cecile Jubile Bain, LPN

Founder, CEO & Executive Director

Cecile is a Licensed Practical Nurse and the founder of Jubile Care. She leads the agency's ODP compliance, hiring, policies and quality, and works directly with Administrative Entities and Supports Coordination Organizations so that families get a provider they can count on.

Her nursing background shapes how Jubile Care works: health plans are followed closely, changes in condition are taken seriously, and every person is treated with the dignity and respect they deserve.

Program Director & Quality Lead

Oversees services, takes part in ISP meetings, supervises staff and runs our Quality Management plan.

Program Supervisors

Schedule and support DSPs, observe services at least every 3 months, review notes and attend ISP meetings.

Direct Support Professionals

The heart of Jubile Care. DSPs deliver services as written in each ISP, document every visit and speak up for the people they support.

Our standards

Quality you can check.

Our policies and procedures are written to meet Pennsylvania's 55 Pa. Code Chapter 6100, the ODP waivers and ODP's incident management requirements. Here's what that means for you.

Thorough screening

PA State Police checks for every applicant, FBI fingerprints when required, Child Abuse History Clearances for work with minors, and monthly Medicaid exclusion checks.

Real training

Orientation before anyone works alone, then 24 hours of training a year for DSPs: rights, abuse prevention, incident management, Positive Approaches, the "Fatal Five," first aid and CPR.

Honest records

EVV for every visit, a service note for every span of support, and billing matched to your ISP authorization every time.

Your rights, protected

Every person keeps all of their civil, legal and human rights: to make choices, control their own schedule, have privacy, choose their provider, and raise concerns without fear of retaliation. We explain these rights at the start of services and every year after.

Continuous improvement

Our Quality Management plan follows ODP priorities and Everyday Lives. We track satisfaction, incidents, training and staff retention, and we use what we learn to get better every year.

Our values

Rooted in Everyday Lives: Values in Action.

When a situation isn't covered by a policy, these values decide what we do.

Choice & control

The person directs their own life and services.

Person-centered

We use Charting the LifeCourse and person-centered thinking tools.

Community

Part of the community, not just present in it.

Employment

Everyone who wants to work can work.

Safety with dignity

Protecting health while respecting reasonable risk.

Positive approaches

Understanding, never punishment or force.

Families as partners

We listen to families and support them too.

Quality

Measured by the satisfaction of the people we serve.
